Important update regarding the Build VIC Portal System Outage and Stamp Duty on DBI that will come into effect from July 1, 2025.
Please note the Build VIC Portal will be unavailable from 9am Saturday 28 June 2025 to 8:30am Tuesday 1 July 2025. This is due to Domestic Building Insurance provided by the VMIA is transitioning from the VMIA to the Building and Plumbing Commission (BPC) on 1 July 2025.
During this time, you will be unable to apply for or purchase a Certificate of Insurance, apply for a Letter of Eligibility, or check your account. Normal service will resume when the outage ends.
Builders will not be penalised for failing to apply for or purchase a Certificate of Insurance from the VMIA during the period the BuildVic portal is offline, as per the information published on the VBA’s website on 20 June 2025. Stamp Duty on DBI will decrease from 9% to 8%. This reduction will apply to all eligible applications processed from July 1, 2025, onwards.
Key dates to note?
- Pending or referred applications: any certificates that are still pending payment or have been referred will be automatically withdrawn from the system on Saturday June 28, 2025.
- Payment deadline: to ensure your application is not withdrawn, all payments must be completed by Friday June 27, 2025
